Futur Montréal and Baseline Telematics join forces to modernize civic communication in Quebec

MONTREAL, QC, June 10, 2025 — In a visionary partnership that promises to redefine how cities interact with their residents, Futur Montréal is partnering with Canadian technology innovator Baseline Telematics to launch a revolutionary digital tool designed to improve how municipal issues are raised, tracked, and resolved.
At the heart of this initiative is Resident, Baseline's flagship app dedicated to civic engagement and digital democracy, a smart social platform that allows citizens to interact directly with their elected representatives and government services, in real time.
This partnership is driven in part by Paul-André Savoie, founder and CEO of Baseline Telematics, who also serves as the platform's Chief Democracy Officer. In this role, he oversees Resident's rollout to all governments, agencies, and citizen movements that sign up, ensuring a citizen-centered, rather than political, approach to democracy.
Winner of the King Charles III Coronation Medal, Ernst & Young Entrepreneur of the Year finalist, and recognized among Canada's top 50 technology innovators, Paul-André Savoie is notably the inventor of the famous anti-theft system BoomerangToday, he puts his expertise to work in high-impact public technologies.
Futur Montréal's leadership in innovation was clearly demonstrated during the successful pilot launch held as part of its Civic Engagement Event on Saturday, June 7, 2025. More than 70 Montrealers attended, and nearly 20% of participants created a Resident account on site, interacting directly with the platform by submitting suggestions, questions, and service requests.
Through secure identity validation, users are automatically connected to their municipal, provincial and federal representatives.
 
They can post four types of messages:
  • Municipal service requests
  • Suggestions for improving their community
  • Questions for elected officials
  • Appreciations to highlight achievements
An AI-powered intelligent routing system directs messages to the appropriate departments, involving elected officials only when relevant. All public posts appear on a shared feed, promoting transparency, cross-municipal comparison, and civic dialogue.

The Resident platform provides access to an extensive democratic network including:
  • 21 elected officials representing 960 cities and municipalities, including 3 municipal officials and 483 in Quebec
  • 772 provincial deputies, including 125 in Quebec, covering 10 provinces and 3 territories
  • 267 provincial ministries, including 25 in Quebec, representing 1 government agencies (892 in Quebec)
  • 338 federal MPs, including 78 from Quebec, representing the Government of Canada
  • 26 federal departments, overseeing 207 federal government agencies across the country

The platform respects users' privacy and choices: citizens can publish under their real name or a pseudonym, and decide whether their publications are public or private.

This partnership positions Futur Montréal as the first civic movement in the city to explore this innovative model of public participation, in which accessibility, responsiveness, and citizen involvement are integrated from the outset. It reflects a forward-looking vision, founded on solid digital readiness, and equips Futur Montréal's communications team with modern tools to effectively identify, understand, and address citizen concerns.
The platform supports ongoing citizen engagement through live and asynchronous town halls, real-time updates, and clear issue tracking. Verified elected officials, public officials, and the media can also participate in the discussions, ensuring inclusive, transparent, and constructive dialogue.

This initiative is voluntary and non-binding, serving as a concrete demonstration of how technology can bring citizens closer to their governments, starting right here in Montreal. The Resident app is available for download on the Apple App Store and Google Play.
